Diffrence between a TERRORIST and a POLICE OFFICER

TERRORIST threats people and POLICE OFFICERS in other hand should serve the public trust, protect the innocent and uphold the law. So what do you call a POLICE that threatens people? a TERRORIST or a POLICE?
